Administrative Process — How State Agencies Make Rules
Virginia's Administrative Process Act (APA), Title 2.2, Ch. 40, governs how state agencies create and amend regulations:
- Notice of Intended Regulatory Action (NOIRA) — agency publishes intent to regulate
- Proposed rulemaking — published in the Virginia Register; 60-day public comment period

IV. Local Government in Virginia

Concealed Handgun Permit (CHP)
